Dr. Roger Silvers Appointed as Newest Member of the Utah Securities Commission

Salt Lake City, Utah – The Utah Department of Commerce’s Division of Securities has announced the appointment of Dr. Roger Silvers to the Utah Securities Commission. Dr. Silvers fills a role designed to complement the four other Commissioners — who represent the securities industry — by providing an explicitly independent perspective, unaffiliated with industry interests. He succeeds Dr. Mark Zimbelman in the Commissioner position representing the public at large.  

Dr. Silvers joins the Commission with extensive expertise in the enforcement of securities laws and international regulatory cooperation. A former senior economist at the U.S. Securities and Exchange Commission (SEC), he currently serves as a distinguished academic at the University of Utah.

Throughout his career, Dr. Silvers has been a prominent voice in global securities regulation. He has been invited to share his research findings with numerous domestic and foreign regulators, including the SEC, the Commodities and Futures Trading Commission (CFTC), and regulatory bodies in the United Kingdom, Switzerland, Israel, Singapore, New Zealand, and the Netherlands. His work has also reached influential international organizations and think tanks such as the World Bank, the World Federation of Exchanges, and the International Organization of Securities Commissions (IOSCO).

Dr. Silvers’ academic contributions have earned him numerous prestigious honors, including the Federation of European Securities Exchanges (FESE) de La Vega Prize and the American Accounting Association’s (AAA) Outstanding International Accounting Dissertation Award. His research has been published in leading academic journals, including the Journal of Accounting Research, the Journal of Accounting & Economics, and the Journal of Financial Economics.

Dr. Silvers holds a B.A. in Accounting from Lynchburg College and a Ph.D. in Accounting from the University of Massachusetts. His deep background in international accounting and regulatory policy brings a global perspective to Utah’s financial oversight landscape.
