Registration Requirements for Residential Solar Panel Retailers

House Bill 0075, the Residential Solar Panel Consumer Protection Amendments, was passed by the Utah Legislature during the 2025 session and takes effect May 7, 2025. This law sets forth rules and obligations for solar retailers selling residential solar energy systems in Utah.  For details on the requirements for solar retailers, please consult Utah Code § 13-52 et seq.

 Note: Registration currently is available, but not required until July 1, 2026. "On or after July 1, 2026, a solar retailer may not operate in this state without being registered with the division." Utah Code § 13-52-302(1)(a)

Businesses acting as a Residential Solar Panel Retailer must register with the Utah Division of Consumer Protection (Utah Code § 13-52) as of July 1,2026.

These are businesses that sells or proposes to sell a residential solar energy system to a customer under a system purchase agreement, owns the residential solar energy system that is the subject of a system lease agreement or purposed system lease agreement, and/or sells or proposes to sell electricity to a customer under a power purchase agreement.  For information regarding the requirements for businesses that meet the definition of a Residential Solar Panel Retailer please refer to Utah Code § 13-52 Residential Solar Energy Consumer Protection Act

How to set up your UtahID account in two steps:

Step 1: Create a UtahID Account

  1. Go to the UtahID website: https://idhelp.utah.gov/
  2. Click on "Account Creation"
  3. Follow the on-screen instructions to create your username/email and password
 

Step 2: Link your UtahID to your License

  1. Log out of the UtahID website.
  2. Go to the Online Application Portal: https://utahdoc.mylicenseone.com/
  3. Log in using your new UtahID username/email and password.
  4. Locate the "Existing License/Registration Holders" section.
        • Your license may already be listed here.
        • If not, enter your license/registration number and registration code to search for it.
        • Your registration number is located on your renewal notice.
