Notice Regarding Legislative Changes Affecting Division of Consumer Protection Registrations
During the 2026 General Legislative Session, the Legislature passed SB 38, which takes effect on May 6, 2026. This bill modifies registration and compliance requirements for the statutes enforced by the Division.

SB 38 Notice to Transportation Network Companies
A Transportation Network Company (TNC) may not operate in Utah unless the company is registered with the division under the Transportation Network Company Registration Act.
The Transportation Network Company Registration Act defines a TNC as an entity that
- uses a software application to connect a passenger to a transportation network driver providing transportation network services;
- is not:
- a taxicab as defined in Utah Code §53-3-102; or
- a motor carrier as defined in Utah Code §72-9-102; and
- does not own, control, operate, or manage the vehicle used to provide the transportation network services.
