Data Service Provider Content Filtering
During the 2026 General Session, the Utah State Legislature passed Senate Bill 38 that modifies Utah Code § 76-5c-402, Data Service Providers - Internet content harmful to minors. In accordance with Utah Code § 76-5c-402(1)(a) Upon request by a consumer, a service provider shall filter content to prevent the transmission of material harmful to minors to the consumer. If a consumer makes such a request, their service provider shall filter content to prevent the transmission of material harmful to minors to the consumer.
Changes to Utah Code § 76-5c-402 include:

requirement that the service provider must provide information to the Division that describes how the service provider complies with Subsection (1)(a) no later than July 1 of each even-numbered year.

The Division must publish on the Division’s website a compilation of the information the Division receives under Subsection (2) and update the compilation by July 1 of each odd-numbered year.

Beginning May 6, 2026, the data service provider must provide information to the Division that describes how the service provider complies with Subsection (1)(a) no later than July 1, 2026.

The Division must publish a compilation of the information it receives by July 1, 2027.
