Data Service Provider Content Filtering

During the 2026 General Session, the Utah State Legislature passed Senate Bill 38 that modifies Utah Code § 76-5c-402, Data Service Providers - Internet content harmful to minors. In accordance with Utah Code § 76-5c-402(1)(a) Upon request by a consumer, a service provider shall filter content to prevent the transmission of material harmful to minors to the consumer. If a consumer makes such a request, their service provider shall filter content to prevent the transmission of material harmful to minors to the consumer.

Changes to Utah Code § 76-5c-402 include:

requirement that the service provider must provide information to the Division that describes how the service provider complies with Subsection (1)(a) no later than July 1 of each even-numbered year.
The Division must publish on the Division’s website a compilation of the information the Division receives under Subsection (2) and update the compilation by July 1 of each odd-numbered year.

Beginning May 6, 2026, the data service provider must provide information to the Division that describes how the service provider complies with Subsection (1)(a) no later than July 1, 2026.

The Division must publish a compilation of the information it receives by July 1, 2027.

Data Service Providers can submit updated materials describing how the service provider complies with Subsection (1)(a) by emailing the division at [email protected].

Pursuant to Utah Code § 76-5c-402(2), T-Mobile USA, Inc. ("T-Mobile") submits the following information describing the content filtering resources made available through its consumer wireless services.

T-Mobile offers consumer wireless services through several nationally recognized brands serving different customer segments and distribution channels. Accordingly, the methods by which customers are provided access to content filtering resources, and information regarding those resources, vary depending on the brand and service offering.

T-Mobile and Metro by T-Mobile

T-Mobile and Metro by T-Mobile offer Web Guard, an in-network content filtering service that customers may request to enable. Web Guard allows customers to block access to categories of websites, including material that may be harmful to minors.

T-Mobile customers are notified at the time they subscribe to service that they may request content filtering. Information regarding Web Guard is also available through T-Mobile's online customer support resources.

Metro by T-Mobile customers receive notice of the availability of Web Guard through the Start of Service Form provided when they activate service. Metro by T-Mobile is also enhancing its online customer support resources to provide additional information regarding Web Guard and how customers may enable the service.

Mint Mobile and Ultra Mobile

Mint Mobile and Ultra Mobile provide customers with information regarding third-party parental control and content filtering resources through their online customer resources. Mint Mobile's Kids Plan includes additional information designed to assist parents in identifying content filtering tools appropriate for their family's needs.

T-Mobile appreciates the opportunity to provide this information to the Division.

AT&T provides consumer-facing tools that support parental controls and content filtering for minors on supported devices and services, including AT&T ActiveArmor Internet security, AT&T Secure Family, and AT&T amiGO parental control features. Utah Code § 76-5c-402 provides that, upon request by a consumer, a service provider shall filter content to prevent the transmission of material harmful to minors, and that compliance may include use of a generally accepted and commercially reasonable filtering method, including through a third party.

AT&T ActiveArmor internet security (att.com/security) enables parents or guardians to filter and block online content, apply age-appropriate settings, review internet connectivity on supported devices.
AT&T Secure Family (att.com/security/secure-family-app) enables parents or guardians to filter and block apps and online content, apply age-appropriate settings, set time limits for internet access and app usage, and review internet and app usage on supported devices.
AT&T amiGO (att.com/wireless/amigo-family) parental controls for supported devices allow parents to manage access to apps and websites, approve or deny website access, and apply screen time limits and schedules.

Through these consumer-activated tools, AT&T provides methods that help families manage and restrict a minor’s access to inappropriate online content on supported devices and services. AT&T also provides product and support materials explaining how consumers can activate and use these controls. Addiontally, AT&T provides clear information on parental control tools and how to activate them through multiple channels:

AT&T support site (att.com/device-support): Setup guides and instructions for managing website access, approvals, and usage limits.
Mobile app stores: App descriptions outline filtering, blocking, and usage tracking capabilities.
In-app setup flows: Step-by-step onboarding guides users through enabling and customizing parental controls.

AT&T also informs customers about available resources through customer service channels, online support materials, and information available on AT&T’s website and in retail locations.
