Notice Regarding Legislative Changes Affecting Division of Consumer Protection Registrations


During the 2026 General Legislative Session, the Legislature passed SB 38, which takes effect on May 6, 2026. This bill modifies registration and compliance requirements for the statutes enforced by the Division.

SB 38 Notice to Lawyer Referral Consultants

Individuals acting as lawyer referral consultants must register with the Utah Division of Consumer Protection (Utah Code § 13-68-201). All documents and information submitted must be in the name of the individual registering as a lawyer referral consultant and not in the name of a corporation, limited liability company, or other entity. Please carefully read these instructions.


A person may not engage in an activity of a lawyer referral consultant for compensation unless the person is registered with the Division under §13-68-201(1)(a). For questions, please review the "Frequently Asked Questions" tab.
