Pathway to Utah Licensure for Internationally Trained Journeyman Plumbers

Information for internationally trained plumbers seeking licensure as a Journeyman Plumber in Utah with the Division of Professional Licensing (DOPL). To qualify, applicants must follow the steps outlined below. Please read carefully to ensure you understand all requirements.

There are two pathways to qualify for a Journeyman Plumber License:

A. Educational Pathway:

To qualify under the educational pathway, the applicant must meet the following requirements:

Educational Requirements:
- Complete 576 educational contact hours or 24 college credits, demonstrating coverage of at least 11 of 14 specified courses.
- Submit educational documents with a course-by-course credential evaluation from a NACES member institute.
- If documents are not in English, a translation is required, preferably from an official translator.

2. Work Experience Requirements:

- Complete 8,000 hours of qualified work experience categorized as Major and Minor classifications.
- Accumulate a minimum of 4,000 hours and a maximum of 6,000 hours of Major Classification experience.
- Accumulate a minimum of 2,000 hours of Minor Classification experience.
- Applicants are eligible to take the exams after completing 6,000 hours of experience.
- Provide proof of work experience, such as:
  - Pay stubs
  - Tax documents
  - A letter from the employer detailing the employment period, responsibilities, and certification of the applicant's experience in the topics indicated on the ITA Plumber Experience Form.

B. Experience Pathway:

To qualify under the Experience pathway, the applicant must meet the following requirements:

Work Experience Requirements:
- Complete 16,000 hours of qualified work experience categorized as Major and Minor classifications.
- Accumulate a minimum of 8,000 hours of Major Classification experience and a maximum of 12,000 hours
- Accumulate a minimum of 4,000 hours of Minor Classification experience.
- Provide proof of work experience, such as:
  - Pay stubs
  - Tax documents
  - A letter from the employer detailing the employment period, responsibilities, and certification of the applicant's experience in the topics indicated on the ITA Plumber Experience Form.

After successfully passing all required examinations, the applicant must submit an official application to the Department of Occupational and Professional Licensing (DOPL).

- Pay an application fee
- Pass a background check
- Show proof of identity, which can be demonstrated by providing one of the following:
  - Social Security Number (SSN)
  - Individual Taxpayer Identification Number (ITIN)
  - Alien Registration Number (A-number)
- Show proof of lawful presence in the U.S., which can be demonstrated by providing one of the following.
  - A driver’s license,
  - A state ID, or
  - Other immigration documents.

Remediation & Apprentice License

If an applicant for licensure as a journeyman plumber does not have sufficient work experience or education, the applicant will be allowed to fulfill these requirements by completing one of the following:

Working under an employer or licensed supervisor as a licensed apprentice
Take remediation courses from an approved institution. For more information, please contact the ITAC team.

Scope of Practice 58-55-102

(36)"Journeyman plumber" means a person licensed under this chapter as a journeyman plumber having the qualifications, training, experience, and technical knowledge to engage in the plumbing trade.
