Uniform Building Codes

H.B. 58 (2025 General Session) directed the Uniform Building Code Commission (UBCC) to collect and report data on the building inspection process. To support that work, DOPL created the Building Code Analyst position as a collaborative, neutral resource for identifying building code issues affecting construction professionals and building regulators statewide.

The Building Code Analyst gathers information through stakeholder outreach, surveys, interviews, and visits to building departments and construction sites. The role evaluates processes such as inspections, plan reviews, permitting, and code compliance and provides findings and recommendations to the UBCC to support a more consistent, efficient, and effective building code system. The position is not disciplinary or enforcement-focused.
