New HVAC (H100) Contractor License Requirements
- Rule Effective: March 30, 2026
- New Requirements Begin: April 20, 2026
Beginning April 20, 2026, all applications for the H100 (HVAC Contractor) classification—submitted online or postmarked on or after this date—must meet the updated requirements.
What’s Required:
- Qualifiers must hold RMGA or equivalent certification
- Passage of the Utah Business and Law Exam and HVAC (H100) Exam through Prov
- Two (2) years of HVAC-specific experience, verified by W-2 forms
- If a payroll agency/PEO is used, supporting documentation must be included
- Updated insurance minimums:
- $1 million per occurrence
- $3 million aggregate
Additional Information:
- New application forms will be available April 20, 2026
- A fingerprint-based background check requirement will take effect January 1, 2027

H.B. 58 establishes a new Building Code Analyst position within DOPL to support the Uniform Building Code Commission (UBCC). This role serves as a collaborative, neutral resource to identify common building code issues affecting construction professionals and building regulators statewide.
As outlined in Utah Code § 15A-1-203(10)(e), the Building Code Analyst will gather information through stakeholder surveys and interviews, visits to building departments and construction sites, and other reasonable data collection methods. The role is exploratory and evaluative, focusing on reviewing processes such as inspections, plan reviews, permitting, and code compliance to identify opportunities for improvement.
The goal is to support a more consistent, efficient, and effective building code system by providing findings and recommendations to the UBCC. This position is not disciplinary or enforcement-focused.
