Residential Solar Panel Retailers
Note: Effective July 1, 2026, Solar retailers may not operate in the state without being registered with the Division of Consumer Protection (“division.”) (see Utah Code § 13-52-302(1)(a)).
Registration as a Residential Solar Panel Retailer is now available.
House Bill 0075, the Residential Solar Panel Consumer Protection Amendments, was passed by the Utah Legislature during the 2025 session and was enacted May 7, 2025. For details on the obligations for solar retailers selling residential solar energy systems in Utah, please consult Utah Code § 13-52 et seq.
Who is required to register?
- Businesses that sell or propose to sell a residential solar energy system to a customer under a system purchase agreement, own the residential solar energy system that is the subject of a system lease agreement or proposed system lease agreement, and/or sell or propose to sell electricity to a customer under a power purchase agreement.
- Check the Residential Solar Energy Consumer Protection Act definition of a 'Solar Retailer' to see if you need to register with the division."
